Lucy Ann was born on April 3, 1953, to parents Byron and Betty (Folkerts) Osterloo in Mitchell, South Dakota. She grew up in Emery, South Dakota with her 10 siblings. She graduated from Emery High School in 1971.

Lucy married Dale Steilen in Emery on April 19, 1974. She and Dale moved to Marion in late 1974. The family then moved to Chamberlain where they lived until 1987, before making Huron their home with their three children, Brian, Kristi, and Jerod.

While in Chamberlain, Lucy ran an in-home daycare before working at St. Joseph Indian School. Upon moving to Huron, she worked at Wilbrecht Electronics until her retirement. She also worked part-time at Fast Car Wash, K-Mart, and for many years for the South Dakota State Fair. Lucy's favorite career was that of mother and grandmother. She loved to spend time with her grandchildren supporting them in all their activities. She had a passion for sewing and crocheting. Lucy also loved sports and was recently inducted into the Huron Bowling Hall of Fame. Lucy and Dale had many friends that they socialized with throughout the years; the wives were affectionately known as "Ladies of the Knights," as their husbands were involved with Knights of Columbus.

Lucy was a member of Holy Trinity Catholic Parish, where for many years she sewed Palls for funerals and baptisms. She also loved to camp and was looking forward to camping with Dale, celebrating their 50th wedding anniversary.

Lucy will be deeply missed by her family; husband, Dale of Huron; children, Brian of Chamberlain, Kristi (Chris) Mattke of Huron, and Jerod (Nikki) of Huron; her nine grandchildren Mason Brock, Breckin Steilen, Kenadie Steilen, Kooper Steilen, Lanah (Andy) Reimer, Cydnee Mattke, Malorie Mattke, Isaac Steilen, and Jered Steilen; two great-granddaughters, Nora Lorraine and Blair Lucille "Little Lucy" Reimer; her siblings, Vernon Osterloo of Rapid City, Pat (Shawn) Murtha of Mitchell, Della (Mathias) Krier of Longmont, CO, Susan (Jerry) Olinger of Emery, Jon (Nancy) Osterloo of Mitchell, Joan (Daryl) Janssen of Sioux Falls, Jan (Bartt) Nicholson of Sioux Falls, Beth (Tom) Wethor of Spencer, IA, George (Kristy) Osterloo of Hurley, and Harlan (Kristie) Osterloo of Sioux Falls; her sister-in-law, Betty (Dick) Anderson of Mitchell; and many nieces and nephews.
